- The Rwanda Public Procurement Authority (RPPA) was established on 30/12/2007 by the law no 63/2007 establishing and determining organization, functioning and responsibilities of the Rwanda Public procurement Authority and replaced the National Tender Board (NTB) which had been established by the prime minister order no 91/03 of 31/12/2002 as one of MINECOFIN affiliated agencies with the mandate of overseeing the implementation of the existing public procurement laws as well as public procurement policies issued by the Cabinet. This prime minister order came to formalise the de facto existence the National Tender Board (NTB) which followed the 1997 recommendation of the Cabinet.
